Can Eskom Fine You for an Unregistered Solar System?
No. Eskom cannot fine homeowners.
Only authorized enforcement bodies — such as metro police departments — can issue fines. Electricity utilities are not law enforcement agencies.
The idea that Eskom is going to arrive at your home and fine you for having solar is simply not legally grounded.
Who Actually Governs Electrical Installations in Your Home?
The only binding electrical standard governing residential installations in South Africa is:
SANS 10142 (The Wiring Code)
This standard regulates how electrical systems must be installed to ensure safety and compliance. The governing authority responsible for electrical compliance is:
Department of Employment and Labour
Not Eskom. Not your municipality. Not NERSA.
That’s why using a Department of Employment and Labour (DoEL) registered electrician is critical. Compliance and safety matter — and that’s where legitimate oversight exists.
When Does Solar Registration Actually Matter?
There is one important exception:
If your system is configured to export electricity back to the grid, then registration with your local energy provider becomes necessary. Why? Because once you export power, you are interacting with municipal or utility infrastructure. That changes the regulatory environment.
